Before 2011, this question is usually answered by:"Apply JPA scholarship, no matter PIDN or PILN, just apply it."
But sadly, because SPM is not a good measurement to determine a student's capabilities in their pre-uni studies. So, JPA no longer gives scholarship to the post-SPM student, but only to post-pre-uni students.
My recommendation : APPLY to all SCHOLARSHIP available.
Put away anything you are doing now & start to apply for scholarships. Most scholarships requirements are quite achievable, so as long as you meet the entry requirement, give it a shot. Cause if you don't, it would be a 100% you won't get a chance to fund your scholarship.
I use afterschool.my; it has the full list of scholarship arranged by the date line. So I won't spend too much time on each of them, if you are interested, just go to the link to check it out.
What if you get 9A+ and above?
You have two choices: apply for scholarships or take the KPM Bursary.

So what is KPM Bursary?
As I mentioned above, JPA is no longer open for post-SPM student, so there must be some way to let those bright but needy students. Thus, the bursary is born. So for 2013's batch, there will be 1609 students (0.34%)automatically receive the bursary.

Who is eligible?
For the past three years, you will need to get 9 A+ & above to get the bursary automatically. If you didn't get 9A+ & above, sorry dude, you would need to fund your pre-u studies on your own. You can't even appeal to it. But then, the policy may change, but still, it's better to get 9 A+ to be safer.

What is included in the bursary?
- Course fee of Form6, Matriculation, Asasi, A-level or IBDP
- Accommodation fee
- One exam fee of a language proficiency test(IELTS/TOEFL/MUET)
- Allowance of RM430.00 per month
* As you get to choose the institute to continue your study, there are different arrangements for the different institutes (in terms of accommodation, misc fee & the utilities), so you will need to ask the schools on your own.
What if I don't want it?
Easy, just don't reply to KPM.
What if you are the top 50 in Malaysia?
Congratulation to you, now you shall study your pre-u & 1st degree under the Program Biasiswa National. No worries at all.
